Possibility for Complete Farm Bill Through the Super Committee

House Ag Committee Chairman Frank Lucas says it’s unique that the Republican and Democratic leadership of both the House and Senate Ag Committees are working together on a plan to provide the Super Committee with details of actual cuts and how they will be achieved in policy. With this action – Lucas says it’s possible a full farm bill could be delivered to the Super Committee as the policy plan that would bring the 23-billion dollars in savings the Ag Leadership previously promised.
But Lucas says the window of opportunity is very tight – so legislative language would need to be set by early November. At this point – he cautions they are not close to a deal. He says it would not be surprising if the 2012 Farm Bill is still written under more normal conditions next year.

World's Short Stories

گریزی زبان میں افسانے کو ’’شارٹ سٹوری‘‘یعنی مختصر کہانی کہا جاتاہے، لیکن اس کے باوجود اس کی لمبائی کی کوئی خاص حد نہیں ہے۔ بعض کہانیاں تودرجنوں صفحوں پر محیط ہوتی ہیں، تاہم انہیں بھی شارٹ سٹوری کہاجاتاہے، لانگ سٹوری نہیں۔



لیکن مختصر کہانی کتنی مختصر ہو سکتی ہے؟پانچ سو الفاظ پر مشتمل؟ سو الفاظ؟ پچاس الفاظ؟ 1987ء میں نیویارک ٹائمز اخبار نے ایک مقابلے کا اعلان کیا، جو بعد میں ’55 فکشن‘کے نام سے مشہور ہوگیا۔ جیسا کہ نام سے ظاہر ہے، اس مقابلے میں دنیا بھر سے مصنفین کو پچپن الفاظ پر مشتمل کہانیاں لکھنے کی دعوت دی جاتی ہے۔ منتخب کہانیوں کو اخبار میں شائع کیاجاتاہے۔ سالِ رواں میں اخبار کو سات سو کہانیاں موصول ہوئیں جن میں سے سولہ اخبار کے معیار پر پوری اتر سکیں۔ اس اخبار میں شائع ہونے والی مختصر کہانیوں کا انتخاب ’دنیا کی مختصر ترین کہانیاں‘ کے نام سے شائع ہو چکا ہے۔



لیکن ایسے ادیب بھی ہیں جنہیں پچپن الفاظ بھی بہت زیادہ لگتے ہیں۔ کم از کم ایک مصنف نے تومختصر کہانی کی آخری حد پار کر ڈالی ہے اور اس سے سبقت لے جانا ناممکن ہے۔ کیونکہ اس کہانی میں الفاظ کی تعداد صفر ہے۔



کیا یہ ممکن ہے کہ کہانی میں ایک لفظ بھی نہ ہو؟ ملاحظہ ہو:



عنوان:

’’ تیسری جنگِ عظیم کے بعد دنیا کی تاریخ‘‘



کہانی:

دو سادہ صفحے



سوچیے تو کیا نہیں ہے اس کہانی میں۔طنز، سبق آموزی اور تاثیر کوٹ کوٹ کر بھرے ہیں۔



ظاہر ہے کہ اختصار میں دنیا کا کوئی ادیب اس کہانی سے سبقت نہیں لے جا سکتا۔ تاہم اس سے کچھ لمبی کہانیوں کی ایک طویل فہرست موجود ہے۔حتیٰ کہ اس صنف میں ڈراؤنی کہانیاں بھی لکھی گئی ہیں۔ مثال کے طور پر یہ کہانی دیکھئے:



’’دنیا کا آخری آدمی کمرے میں بیٹھا تھا۔ اچانک دروازے پر دستک ہوئی۔‘‘



مختصر ترین کہانیوں کی اسی روایت کو آگے بڑھاتے ہوئے امریکہ کے مشہور رسالے ’وائرڈ میگزین‘نے اپنے نومبر 2006ءکے شمارے میں ایک دلچسپ تجربہ کیاہے۔ رسالے کے مدیروں نے امریکہ کے چوٹی کے ادیبوں کوصرف چھ الفاظ پر مشتمل کہانیاں لکھنے کی دعوت دی۔ رسالے کے پاس بطورِ رول ماڈل نوبل انعام یافتہ امریکی ادیب ارنسٹ ہیمنگوے کی مختصر کہانی موجود تھی:



’’بچگانہ جوتے،برائے فروخت ۔کبھی استعمال نہیں ہوئے۔‘‘



انگریزی میں یہ کہانی صرف چھ الفاظ پر مشتمل ہے، جن میں ہیمنگوے نے پوری داستان سمو دی ہے۔ جوتے کون بیچ رہا ہے؟ شاید کسی بچے کے والدین۔ شاید بچہ پیدا ہوتے ہی مر گیا تھا یا مرا ہوا ہی پیدا ہوا تھا۔ والدین نے بڑے ارمانوں اور چاؤ سے اس کے لیے جوتے خریدے ہوں گے۔ لیکن اب وہ اپنے مالی حالات کے ہاتھوں اتنے مجبور ہو گئے ہیں کہ مرے ہوئے بچے کے جوتے بیچنے کی نوبت آگئی ہے۔ غربت کا عفریت ، معاشی ناہمواری، وسائل کی نامناسب تقسیم، قدرت کے سامنے انسان کی بے بسی، ذاتی المیے کے باوجود زندگی کی گاڑی کا چلتے رہنا۔ سب کچھ اس کہانی میں موجود ہے۔ یہی وجہ ہے کہ ہیمنگوے نے اس کہانی کو اپنے کیریر کی اعلیٰ ترین کہانی قرار دیا ہے۔



وائرڈ میگزین کی درخواست پر امریکہ کے درجنوں صفِ اول کے مصنفین اپنی اپنی کہانیاں بھیجیں۔ مصنفین کی اکثریت کا تعلق سائنس فکشن ، فینٹسی اور دہشتناک کہانیاں لکھنے والوں سے تھا۔



کہانیوں کے موضوعات بہت متنوع ہیں۔ باہمی انسانی تعلقات، محبت، سیاست، وغیرہ۔ تاہم بہت سی کہانیوں میں ’ڈس ٹوپیا‘ کا تصور نظر آتا ہے۔ یعنی انسان اور دنیا کے مستقبل سے مایوسی۔ اور یہ کوئی انوکھی بات اس لیے نہیں ہے کہ یہ پچھلے سو برس کے ادب کے مرکزی موضوعات میں سے ایک رہا ہے۔ اوپر دی گئی دنیا کی مختصرترین کہانی کا موضوع بھی یہی ہے۔



وائرڈ میگزین سے شمارے سے چند منتخب کہانیاں نذرِ قارئین ہیں، دیکھیئے کہ ان میں سے کئی کہانیاں اپنے ایجاز، اختصار اور ایمائیت کی بنا پر شاعری کے درجے تک پہنچ گئی ہیں:
